Almost every brief we receive starts the same way: "how much is this going to cost us?". Before giving a figure, we prefer to explain where it comes from, because a convention budget is not a price per head. It is the sum of ten or twelve budget lines, each driven by different factors. You will not find hotel or supplier rates in this guide, because they change with every date and every negotiation. You will find which lines carry the most weight in Madrid, what pushes them up, which taxes apply and a template for requesting quotes you can genuinely compare.
What makes a convention in Madrid cost more or less?
These are the factors that move the total most, in the order of impact we usually see on conventions of 100 to 500 people:
- Your dates against the city calendar. Madrid packs in trade fairs at IFEMA, medical congresses, sports finals, concerts and now a Formula 1 Grand Prix. In those weeks hotels prioritise that audience and group terms get worse.
- The number of hotel nights. Every night multiplies rooms, breakfasts and much of the food and drink. Going from three nights to two is usually the biggest and quickest saving.
- The hotel's location. A hotel on the Paseo del Prado does not cost the same as one next to IFEMA or on the northern Castellana, and they do not see the same demand on the same dates.
- The type of venue. Meeting in the hotel's own ballroom on a day delegate package is nothing like hiring a venue or a unique space that has to be built from scratch.
- The production. Stage, LED, lighting, live video direction, live streaming or simultaneous interpreting can range from the room's basic kit to a full production.
- The social programme. Dinners out, activities and excursions add venue hire, catering, coaches and staff.
- Lead time. With time there are alternatives and room to negotiate. Without it, you pay for what is available.
Budget lines: what goes into each one
| Budget line | What it includes | What drives it in Madrid | Key question for the supplier |
|---|---|---|---|
| Accommodation | Rooms, breakfast, early check-in | Trade fair and major event weeks, location, star rating, single or double occupancy | What is the cut-off date for releasing rooms at no cost? |
| Venue and rooms | Plenary, breakout rooms, exhibition area, build days | Hotel package or standalone venue, build hours, extra days | Which hours does the hire include and how much is a build day? |
| Food and drink | Coffee breaks, lunches, receptions, dinners, drinks | Format (buffet, seated, standing), open bar, special menus | Does the price include drinks, staff and tableware? |
| AV | Sound, screens, LED, lighting, technicians | Size of the plenary, number of rooms running at once, streaming | Does the venue have a mandatory AV supplier? |
| Set and staging | Stage, set, signage, photocall | Custom build or reusable elements | What can be hung or rigged in the venue? |
| Transport | Airport and AVE station transfers, programme coaches | Scattered arrivals, dinners far from the hotel, rush hour traffic | How many services are there and with what waiting times? |
| Social programme | Activities, visits, excursions, gala dinner | Unique venues, exclusive hire, day trips to Toledo or Segovia | What is included if it rains or the heat is extreme? |
| Staff | Coordination, hosts, interpreters, security | Number of venues, languages, long days | How is overtime charged? |
| Technology | Registration website, app, badges | Custom development or standard platform | Who manages attendee data? |
| Insurance and permits | Public liability, cancellation, licences | Special activities, use of public space | What does the venue's policy cover and what does it not? |
| Taxes | Spanish VAT (IVA) at 21% or 10% | The agency's invoicing scheme | Is the total broken down by VAT rate? |
| Agency management | Fees or margin | Complexity, number of suppliers | Are the fees shown separately from the budget lines? |
| Contingency | Reserve for the unexpected | Open programme, dates far ahead | What percentage, and when is it released? |
Accommodation, venue and food and drink are usually the three heaviest lines in a convention with hotel nights. Production rises sharply when the plenary is large or when the event takes place in an empty space.
Hotel package or standalone venue?
This is the decision that most changes the shape of the budget.
In a hotel, almost all offer a day delegate package per attendee per day that bundles the room, basic equipment, breaks and lunch. It is predictable and avoids transfers. Madrid has several hotels with large ballrooms: the Madrid Convention Bureau lists, for example, a maximum capacity of 2,000 people at the Madrid Marriott Auditorium, 1,500 at the Riu Plaza España and 1,000 at the NH Collection Eurobuilding. See the full comparison in convention hotels in Madrid.
In a standalone venue, you pay for space and services separately. It might be a convention centre such as IFEMA Palacio Municipal, whose main auditorium has 1,719 fixed seats plus 38 wheelchair spaces and 28 rooms, or a unique venue such as the Galería de Cristal at the Palacio de Cibeles. You gain capacity and impact, but you add build, external catering, production and coaches from the hotel.
| Hotel package | Standalone venue | |
|---|---|---|
| Predictability | High | Medium |
| Design freedom | Whatever the ballroom allows | High |
| Production | Basic or medium | Medium or high |
| Internal transport | Almost none | Has to be added |
| Small print risk | Room minimums and attrition clauses | Build hours, mandatory catering, insurance |
| When it fits | Working meetings, kick-offs, conventions of 50 to 1,000 people | Staged shows, launches, more than 1,000 people |

Questions to ask about the day delegate package
- Which room does it include, for how many hours, and from what time can we start setting up?
- Is the AV included just a projector and microphone, or does it also cover a technician and screens?
- How many coffee breaks are included and what happens if we add one?
- Is lunch a buffet, seated or standing, and where is it served?
- Is there a room-night minimum tied to the rate?
- How much can we reduce attendee numbers, and by what date?
Your area of Madrid also changes the budget
Madrid is a large city and rush hour traffic in and out is real. The area you choose changes transfers, timings and availability, as well as the look and feel of the event.
| Area | Advantage | Cost that usually appears |
|---|---|---|
| City centre and Paseo del Prado | Everything on foot: museums, restaurants, unique venues | Coaches face stopping restrictions and narrow streets; pick-up points need planning |
| Castellana and AZCA | Hotels with large ballrooms and good metro access | Dinners in the centre mean a coach or the metro |
| Chamartín and northern Castellana | Close to Chamartín station and the Bernabéu | Distance from the historic centre |
| Campo de las Naciones and IFEMA | Very close to the airport and the exhibition centre | The area with the highest demand during trade fair weeks; social programme is far away |
| Country estates and venues outside the city | Plenty of outdoor space, privacy | Return coaches, weather plan B |
Seasonality: the weeks that cost the most
In Madrid, hotel pressure does not depend on leisure tourism alone. It is set by IFEMA's trade fairs, major congresses and the sports and cultural calendar. These are some of the 2027 dates already published:
| 2027 dates | Event | Venue | Effect on your budget |
|---|---|---|---|
| 20 to 24 January | FITUR | IFEMA | High hotel demand, especially near IFEMA |
| 3 to 6 February | Intergift, Bisutex and MOMAD | IFEMA | Demand in the IFEMA area |
| 3 to 7 March | ARCOmadrid | IFEMA | High demand and private dinners in art venues |
| 7 to 10 April | Motortec | IFEMA | Demand in the IFEMA area |
| 19 April to 2 May | Mutua Madrid Open | Caja Mágica | Two weeks of international visitors |
| 5 June (to be confirmed) | UEFA Champions League final | Riyadh Air Metropolitano | Peak demand across the whole city |
| 10 to 12 September | Formula 1 Spanish Grand Prix | MADRING | A weekend with hotels in very high demand |

August is the opposite case: less corporate demand and more room to negotiate, but intense heat and many Spanish teams on holiday. We go through it month by month in the best time for events in Madrid and date by date in the Madrid trade fair calendar 2027.
Transfers and logistics: what gets forgotten in the budget
- Airport. The express bus between Barajas and the city centre runs 24 hours a day and takes about 30 minutes from T1, according to esMADRID. For a group with arrivals bunched together, a private coach is more comfortable and easier to control. With scattered arrivals, transfer costs soar: group them into time slots.
- AVE high-speed train. If part of the group arrives by train, Atocha and Chamartín are separate pick-up points. You need to know how many people are arriving at each.
- Programme coaches. Every dinner away from the hotel adds two journeys, waiting time and sometimes a second run if the group is large.
- Venue hours. Some venues have their own conditions of use. The Galería de Cristal, for example, makes its availability subject to not interfering with the working day of City Council staff, according to its Madrid Convention Bureau listing. That shapes build times and, with them, the cost of technical staff.
Taxes: VAT yes, tourist tax no
Spanish VAT is called IVA (impuesto sobre el valor añadido). It works like VAT elsewhere in Europe, with different rates depending on the service.
| Item | Rate | Notes |
|---|---|---|
| Standard VAT | 21% | Room hire, production, AV, agency management under the general scheme |
| Reduced VAT | 10% | Accommodation, restaurants, supply of food and drink |
| Special scheme for travel agencies (REAV) | On the margin | For agencies acting in their own name with third-party services. VAT is calculated on the agency's margin rather than on each service. The agency can opt out deal by deal |
| Tourist tax in Madrid | None | As at October 2026, neither the regional government nor the City Council charges one |
| Tourist tax in the city of Barcelona (for reference) | €12 per person per night in 5-star hotels, €8.40 in 4-star | Catalan regional tax plus Barcelona's city surcharge since April 2026, up to seven nights |
Sources: 2026 VAT rates, special scheme for travel agencies, Hosteltur on the tourist tax in Madrid and Catalan Law 2/2026.
The absence of a tourist tax is a concrete difference from Barcelona. At current Catalan rates, 200 people staying 3 nights in a 5-star hotel would pay €7,200 in tourist tax alone in Barcelona; in Madrid that line is zero. Tax policy can change, so we check it in every proposal. If you are comparing cities, there is more data in Madrid or Barcelona for events.
Three recommendations:
- Ask for every quote with VAT broken down by rate. If one applies the special travel agency scheme and another the general scheme, the totals including VAT cannot be compared at a glance, and the VAT you can deduct or reclaim may differ.
- If your company is based outside Spain, check the VAT refund for non-established businesses with your advisers. EU companies apply through their own country's tax authority; companies from non-EU countries with reciprocity use form 361. Since Brexit, UK companies fall into the non-EU group.
- Check that hotel and restaurant invoices carry 10% VAT and not 21%.
This is general guidance, not tax advice.

Send it to every supplier and ask them to fill in the same rows. The amount cells are left blank on purpose.

If someone gives you only a price per head, ask them to break it down into these rows. It is the only way to know whether it is cheaper or simply includes less.
Example: sizing a convention for 250 people over 2 nights
Before talking about prices, turn the programme into units. This example assumes 250 attendees, 2 nights, a day and a half of meetings in the hotel and a gala dinner off site:
| Budget line | Calculation | Units |
|---|---|---|
| Single room nights | 250 × 2 | 500 room nights |
| Tourist tax | Does not apply in Madrid | €0 |
| Day delegate package | 250 × 1.5 days | 375 packages (check whether the hotel charges for a half day) |
| Breakout rooms | 3 rooms × 1 day | 3 room-days |
| Welcome dinner in the hotel | 250 × 1 | 250 covers |
| Gala dinner in a unique venue | 250 × 1 | 250 covers plus venue hire and production |
| Coaches for the gala dinner | 250 people, two journeys | Services according to each vehicle's capacity |
| On-site coordination | 5 people × 3 days | 15 staff days |
With this table, each supplier adds their unit price and the quotes become comparable. If you want a programme to start from, see our 2-day convention programme in Madrid.
What makes a convention in Madrid more expensive
- Dates right next to FITUR, ARCOmadrid, the Mutua Madrid Open, a sports final or the Grand Prix.
- A hotel far from the gala dinner venue, which means long coach journeys at rush hour.
- Builds that need the room the day before or in the early hours.
- Changes of date or venue after signing.
- Attendee numbers that keep shifting until the end.
- Productions built from scratch in empty spaces.
- Very long staff days with overtime.
What saves money without anyone noticing
- Choosing your dates with the IFEMA and events calendar in front of you.
- Meetings and accommodation in the same hotel, and dinners within walking distance when the city centre allows it.
- Using the plenary room for lunch or the reception with a change of set-up.
- Venues with a strong look of their own that need little decoration.
- Fixing attendee numbers early and negotiating a reasonable attrition clause.
- Putting the production where people see it: the plenary and the gala dinner.
Contracting timeline
| Before the event | What to confirm | Why |
|---|---|---|
| 12 to 18 months | Dates, main hotel and venue if you exceed 1,000 people | Large ballrooms and unique venues are booked early |
| 9 to 12 months | Hotel contract with cut-off date, gala dinner venue | Better room to negotiate |
| 6 to 9 months | Production, AV, social programme | Time for design and floor plans |
| 3 to 6 months | Transport, registration, staff | With more stable attendee numbers |
| 1 to 2 months | Final rooming list, menus, timings | Last reductions within the deadline |
| Afterwards | Final settlement with actual figures | You are invoiced for what was used |
